Job Duties:

Provide legal counsel to the Corporate Franchise Tax Division of the Minnesota Department of Revenue and provide legal counsel to the Department of Revenue and divisions within the Department of Revenue concerning collection of tax and non-tax debts, and the Job Opportunity Building Zone (JOBZ) program or similar programs. The job also involves drafting legislation in the subject areas and testifying at legislative hearings, as well as drafting administrative rules in the subject area and representing the Department of Revenue at contested case or rule hearings. This position will identify legal and policy issues across tax types and make sure that all interested parties are aware of and understand the issues.

Minimum Qualifications:

 

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Attorney Advisor for Social Security Administration

The Social Security Administration, Office of Disability Adjudication and Review, has multiple vacancies for Attorney Advisers in the Office of Appellate Operations (OAO) located in Falls Church, VA. Starting salary is GS-9 or GS-11, dependent upon education and experience, with promotional potential to GS-12. Successful completion of the certification process allows noncompetitive promotion to GS-13.

Summary of Major Duties:

The incumbent provides technical assistance to the Appeals Council in OAO in review of decisions and dismissals rendered by Administrative Law Judges. Incumbent is responsible for recognizing and identifying multiple and complex policy and legal issues, and providing a written analysis to Administrative Appeals Judges with additional oral advice and consultation as necessary. After in-depth review and any necessary research of the program and legal aspects of the case, as well as the legal sufficiency of the Administrative Law Judge’s decision or dismissal, the incumbent prepares a written evaluation to support a recommendation that encompasses the entire spectrum of case dispositions. The job is sedentary and performed in an office setting.

Project Attorneys – Robins, Kaplan, Miller & Ciresi

Robins, Kaplan, Miller & Ciresi L.L.P. seeks Project Attorneys to assist with document review, analysis, and coding in our Minneapolis office. We will be hiring for specific document review projects on a temporary and project basis. Hours will typically be 40-hours per week for the duration of a project. In the past, projects have lasted from a few days to several months.

In order to avoid any potential conflict of interest, Project Attorneys hired by Robins, Kaplan, Miller & Ciresi L.L.P. must not represent or assist any personal clients, or provide legal services to any employment agency or law firm during the pendency of a project.

Candidates must have a J.D. degree from an accredited U.S. law school and be admitted to practice and in good standing with the Minnesota Bar. We prefer at least one year experience working as a document review attorney, but recent graduates are also encouraged to apply. Experience with document discovery, including review and production in complex intellectual property and commercial litigation matters, familiarity with protocols for review of documents and databases used in managing large volumes of documents in complex litigation matters will be helpful.

What’s Great About This Job?  The Continuing Care Administration’s (CCA) Director of Legislative and External Affairs position is a “hands on” job that offers variety and the chance to work with a team to develop long-term care services legislation for the Governor’s budget; review and write amendments; attend legislative hearings; and work with legislators and their staff, as well as many stakeholders, on long-term care issues that affect thousands of Minnesotans.  This is an opportunity for a highly organized, energetic, and collaborative professional that enjoys the legislative process and has an interest in long-term care services to dedicate his/her talents to lead the development of priority change initiatives and direct the Continuing Care legislative activities – providing leadership, expertise, and focus to a wide variety of legislative, policy development, and budget issues and processes.

JOB DUTIES:   

  • Direct the legislative agenda and process for CCA in concert with the Assistant Commissioner, division directors, and budget manager, including:  (1) building/sustaining the expertise of staff and managers in navigating the legislative process; (2) directing division efforts to develop legislative agendas; (3) integrating multiple program priorities into a comprehensive and strategic legislative agenda to achieve short-term and long-range human service goals; and (4) ensuring that legislative proposals have fiscal integrity.
  • Build Continuing Care stakeholder relations with legislators, advocates, providers, task forces/advisory groups, and other state agencies.
  • Lead major policy change initiatives.

 

REQUIRED QUALIFICATIONS:  

  • Related Bachelor’s degree from an accredited college or university.
  • At least three years advanced level public policy analysis experience, two of which must include direct professional experience engaged in the legislative process/government relations.
  • Work experience that demonstrates skill and ability in: coordinating or managing the work of other professionals while functioning as part of a team; facilitating the development of consensus among many people who represent diverse points of view; organizing, tracking, prioritizing and understanding large amounts of information; writing and presentation skills – including the ability to synthesize materials prepared by many authors into coherent written and verbal presentations; problem solving, diplomacy, and negotiation; and advanced level planning.

 

PREFERRED QUALIFICATIONS:

  • Direct professional experience in the Minnesota state legislative process with a focus on human services.
  • Related Master’s degree in public affairs, public policy, law, or similar area of study.
  • Extensive knowledge of Minnesota’s long-term care system.  

 

NOTE:  This position’s official job classification is State Program Administrative Manager- Legislative Coordinator.
