The incumbent will advise agency staff and leadership in the Air Quality and Land Remediation programs to ensure that programs and policies are administrated in compliance with applicable laws and regulations. The incumbent will research and interpret federal and state laws, regulations, and case law, analyze statutes, regulations, literature and reports in order to develop and provide guidance for programs and procedures of the agency.
The incumbent will also develop and conduct technical training on legal matters associated with assigned agency programs and procedures of the agency; assist the agency with rulemaking; and develop, write, and review legislation for the agency.
Juris Doctor Degree with two years of experience in the practice of law with working knowledge of administrative or regulatory law.
Active license to practice law in the State of Minnesota or in another U.S. state with licensure in Minnesota within 6-9 months.
High level of ability to interpret and analyze state and federal laws and regulations.
Excellent written and communication skills.
EXPERIENCE MUST BE CLEARLY IDENTIFIED IN DOCUMENTATION SUBMITTED FOR ASSESSMENT.
The practice of Environmental law.
The application of federal and state air quality programs and regulations.
Administrative and Regulatory laws and procedures.
Working knowledge of:
Minnesota’s air quality and remediation programs.
Minnesota Government Data Practices Act and Federal Freedom of Information Act.
Relate to and to communicate and work effectively with a wide range of people.
Self-motivated with ability to work collaboratively with other lawyers and program staff.
Resolve conflicting demands and manage multiple issues simultaneously.
Understand and work with technical and scientific staff, information, and data.
Work independently to research and resolve legal and policy issues as they arise.
Write legal memoranda and other legal documents.
Negotiating and consensus building.
Making presentations to a wide variety of audiences.
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
